Description

We have submitted the project titled Local Operational Guidelines to Implement Climate Adaptation (LOGICA) under the CALL FOR STANDARD PROJECTS NO. 03/2024 INTERREG VI-A ITALY-SLOVENIA 2021-2027.

  • Program Priority: Better governance of cooperation
  • Specific Objective of the Priority: ISO 1.(b): Strengthening effective public administration by promoting legal and administrative cooperation, as well as cooperation between citizens, civil society actors, and institutions, particularly to address legal and other barriers in cross-border regions.

The project focuses on addressing the vulnerability of small communities to climate change in the cross-border area between Italy and Slovenia. Due to diverse territorial, social, and administrative structures, as well as limited resources, multi-level coordination (local, regional, national, European) and cross-border cooperation are essential. Therefore, the project aims to develop specific and replicable solutions for climate adaptation that support local communities, improve communication across governance levels, integrate adaptation strategies into local planning, and shift the focus from managing emergencies to prevention.

The main activities include risk and vulnerability analysis, the development of adaptation measures for alpine and pre-alpine areas, and the implementation of measures in the municipalities of Ilirska Bistrica and Tolmezzo as pilot actions. The project adopts a participatory methodology, combining scientific analysis, co-design of solutions, and digital tools. Its goal is to integrate local solutions into broader strategies, foster solidarity among regions, and reduce the financial risks faced by local communities and businesses due to extreme weather events.

Project outcomes will include a database, adaptation guidelines, pilot measures, and digital platforms to disseminate the experiences. The target groups are local and regional authorities, communities, and businesses, which will benefit from improved planning, increased awareness of climate risks, and enhanced resilience to climate change.
